Interpretation of the Guangdong Provincial Department of education's Circular on the implementation of general high school curriculum materials

According to the document spirit of the "Guiding Opinions of the Ministry of Education on Implementing New Teaching Materials for General Senior High Schools" (Teaching Base No. 15, hereinafter referred to as Guiding Opinions), in order to promote the reform of curriculum and the comprehensive reform of college entrance examination in general senior high schools, and to promote the organic connection of curriculum, Teaching materials, teaching, examination, evaluation and enrollment of students, a comprehensive conclusion has been made. In accordance with the concept and requirements of the new curriculum and new textbooks, and striving to improve the quality of senior high school education, Guangdong Province has issued the Notice of the Guangdong Provincial Department of Education on the implementation of Senior High School Curriculum textbooks (Basic Letter of Guangdong Education [2018] 213). The spirit of the document is read as follows:

First, how will the comprehensive reform of the national college entrance examination be promoted? When will the programme be announced?

In order to propel the comprehensive reform of college entrance examination in our province steadily, from 2016 onwards, our province started the research and development of the comprehensive reform plan of college entrance examination. After extensive investigation, discussion, research and demonstration in the early stage, and referring to the comprehensive reform plan of the college entrance examination in the pilot provinces, the provincial education department drafted the comprehensive reform plan of the college entrance examination. At the same time, we should speed up the development and improvement of relevant supporting documents and measures.

The comprehensive reform of college entrance examination involves all the links of teaching, examination, enrollment and training. It is a complicated systematic project and an important social public policy. Therefore, the development of the scheme should be meticulous and rigorous, the reform should be carried out in a steady and orderly manner, which not only meets the national requirements but also reflects the characteristics of Guangdong, and reasonably guides the teaching of high school education and meets the needs of talent selection in Colleges and universities. After the formal introduction of the reform plan, we will carry out all-round training of the education system, at the same time, we will intensify publicity and interpretation, so that teachers, students and the community can fully understand and grasp the content of the reform plan and the specific implementation methods and steps.

At present, the comprehensive reform plan of the college entrance examination is being submitted for approval according to the procedure, and the official announcement time should be carried out according to the unified deployment and arrangement of the state.

Two. What is the background of the implementation of curriculum materials?

In accordance with the spirit of the Guiding Opinion document, the Ministry of Education is organizing experts to compile and revise textbooks for all subjects of senior high schools (referred to as new textbooks for short); it is required that from the autumn semester of 2009, all provinces (districts and cities) in China should implement the new curriculum step by step, use the new textbooks and put forward the objectives, steps and key points of the implementation of the curriculum. Tasks and working mechanisms, among which the provinces that initiated the comprehensive reform of college entrance examination in 2018 can implement the new curriculum and use new textbooks from the first year of senior high school in the fall semester of 2019 or 2020. In order to ensure the normal teaching order of ordinary high school in our province, promote the comprehensive reform of college entrance examination and the implementation of new curriculum teaching materials, our province issued the Notice of Guangdong Provincial Department of Education on the implementation of ordinary high school curriculum teaching materials.

Three, what are the implementation steps of the course?

In the autumn semester of 2018 and 2019, senior high school freshmen continue to use the general senior high school curriculum plan and subject curriculum standards issued by the Ministry of Education in 2003, using the current national curriculum textbooks. In the fall semester of 2020, the new curriculum was implemented in the first year of senior high school, and new textbooks were used.
Four. Why did we implement the new curriculum and use the new textbooks in the first semester of the autumn semester in 2020?

(1) try to reduce the impact of many reforms and overlapping on school teaching order. Different time to implement the new curriculum and new textbooks, facing the college entrance examination and the combination of curriculum and textbooks model complexity is different. For example, in the autumn semester of 2019, the use of new curriculum teaching materials from the first year of senior high school, will face three combinations of models, namely, senior one for the new curriculum teaching materials, new entrance examination, senior two for the old curriculum teaching materials, new entrance examination, senior three for the old curriculum teaching materials, old college entrance examination. If we use the new curriculum and new textbooks in 2020, we will face two kinds of combination mode, that is, the first year of senior high school is the new curriculum and the new college entrance examination, and the second and third year of senior high school are the old Curriculum textbooks and the new college entrance examination. If the new curriculum and new textbooks are implemented in 2019, the coexistence of three different teaching management modes will bring great difficulties and challenges to the teaching organization and management of ordinary high schools. Therefore, from 2020 onwards, the implementation of new curriculum and new textbooks is more operational.

(two) reserve sufficient preparation time for the steady progress of reform. According to the plan of the Ministry of Education, we should complete the training of teachers of all disciplines in the first grade of senior high school before the end of August of the year when we use the new curriculum and the training of teachers of all disciplines in the second and third grades of senior high school before the beginning of the next autumn. If our province chooses to implement the new curriculum and new textbooks in 2019, we must complete the training of new textbook teachers for the first year of senior high school by the end of August, 2019. The training involves tens of thousands of senior high school teachers in our province. Considering that the province is carrying out the city-level training and school-based training of the newly revised curriculum standard, the new textbook training has not yet been carried out, and the textbook revision is the state power, the new textbook is still in the process of compiling, if the new textbook is issued late, it may appear that the publicity and guidance of the society is not in place due to the time constraints, Teacher training is not effective enough, and other issues, affecting the implementation of teachers' curriculum and quality of education and teaching.

(3) Ensure that the curriculum standards and the matching implementation of textbooks, the inherent consistency of curriculum teaching and examination propositions, and the orderly integration of curriculum, teaching and examination reform. The textbook originates from the curriculum plan and the curriculum standard, and is compiled on the basis of the curriculum plan and the curriculum standard. The curriculum plan and the curriculum standard are the compilation guide and the evaluation basis of the textbook. Based on the implementation of the new curriculum plan and curriculum standards, the use of new textbooks is more in line with the laws of education and teaching, and more conducive to the implementation of the inherent requirements of curriculum implementation. "Guiding Opinions" document will be the implementation of the new curriculum and the use of new textbooks, and clearly the implementation of the new curriculum and the use of new textbooks should be synchronized. At the same time, according to the relevant requirements of the Guiding Opinion, the academic level examination, school evaluation or examination of ordinary senior high school should be based on the curriculum plan and curriculum standards, to ensure that the examination proposition and curriculum standards are consistent, and that the curriculum teaching materials and examination reform are jointly promoted and organically linked up.

Five, how to develop courses and classes?

It is not only an important content of the general high school education and teaching reform, but also an inherent requirement of the comprehensive reform of college entrance examination. It is necessary to fully respect the students'right of choice, and to implement it in accordance with local conditions and school conditions. As early as the implementation of the "3 + X" college entrance examination subject reform program, our province has carried out beneficial exploration in the "branch teaching" and "class selection" and other teaching methods, and accumulated some experience. In 2017, with the consent of the provincial people's government, the Provincial Department of Education issued a number of opinions on popularizing high-level and high-quality education at the senior high school stage, which made it clear that "the selectivity and diversity of the curriculum system should be increased, and the guidance system and the shift system should be implemented". In order to deepen the reform of education and teaching and serve the comprehensive reform of college entrance examination, we put forward in the Notice of Guangdong Provincial Education Department on Implementing Course Textbooks for Senior High Schools that "all localities should actively explore the teaching organization and management system to meet the needs of selecting courses and moving classes, and guide schools to promote the orderly selection of courses and moving classes from the year of 2008. We should speed up the establishment of a perfect guidance system for selecting classes and taking classes and developing students. The provincial education department will also issue relevant documents to guide the selection of classes and classes.
