China Youth Daily reporter: Since the reform of the enrollment system in 2014, Shanghai and Zhejiang have taken the lead in implementing the new college entrance examination last year. What are the results of the trial of Minister Chen? What problems still exist? What are the new actions in the next step to promote the college entrance examination reform?

Chen Baosheng: The reform of the admissions system for college entrance examinations is a reform that will lead the whole body. In the comprehensive reform of education, it is in a leading position. Last year, the reform of the college entrance examination enrollment system in Shanghai and Zhejiang was smooth and successful, and it provided experience for the reform of other provinces.

 

To say that the results achieved are manifested in such aspects. One result is that it affects the teaching reform of high school. This is very important. The college entrance examination reform, enrollment reform is the baton, and the baton has changed. The reform teaching in the high school stage must be coordinated accordingly.

 

Therefore, from the situation of Shanghai and Zhejiang, they generally adopted the mode of class selection. In the past, the model of fixed shift teaching has been changed, and students’ autonomy is great.

 

The second promoted the development of quality education. After the reform of the college entrance examination, the assessment of students in the high school stage increased the content of comprehensive quality evaluation. This is a very obvious measure of quality education. 80% of schools in Shanghai have established such measures as laboratories, established more than 1,800 social practice bases, and strengthened measures for quality education.

 

Universities must also move, which is the main result we have achieved so far. There are also some problems in the pilot. For example, how big is the space for students to choose their own courses? Because this can be done quantitatively. There are too many classes to choose, and the pressure of students' choice will increase, making it more difficult to increase.

 

It seems that some of our comrades drove to the parking lot, and a parking space rushed to stop. With a lot of parking spaces, you don't know which parking space to park. It takes a lot of thought and the cost of choice will rise.

 

There are also how to design the difficulty factor of elective courses, which needs to be considered. For example, a simple course, more people choose courses, more difficult courses, may affect the number of courses selected in a period of time, and some of the more difficult courses are often basic courses, which need to be strengthened.

 

The other is how to organize classes and classes? How to set the workload of the teacher? How about school management and reform? These are all new issues.

 

At present, Shanghai and Zhejiang have improved the plan for the examination and admission reform on the basis of the pilot. Last year, we launched the reform of the college entrance examination enrollment system in Beijing, Tianjin, Shandong, and Hainan. They effectively learned the successful experiences of Zhejiang and Shanghai reforms and noticed some new problems in the pilot.

 

At present, the Ministry of Education is cooperating with the four provinces and municipalities to improve the reform plan for the college entrance examination enrollment system and to study and solve these problems. In addition, from this year on, there are still 17 provinces to start the process of reform. We are currently conducting an assessment of this part of the province.

 

Our basic attitude is to seek truth from facts and not to make up. When the conditions are met, the approval is initiated, the conditions are not met, and the conditions for creation are reached. Time obeys quality, quality orientation, and problem orientation, ensuring the success of the examination enrollment reform.

 

Judging from the current progress, from the perspective of the pilot, both of these situations indicate that the reform of the examination enrollment system is successful, and the progress is healthy.
