In order to co-ordinate the implementation of the new curriculum and new textbooks, the following opinions are proposed.

 

 

 

First, the overall requirements

 

(1) Guiding ideology

 

Adhere to Xi Jinping's new era of socialism with Chinese characteristics as the guide, thoroughly implement the spirit of the 19th Party Congress, comprehensively implement the party's educational policy, cultivate and practice the core values of socialism, implement the fundamental tasks of the people of Lide, and develop quality education. Overall planning, collaborative promotion of the reform of the general high school curriculum, comprehensive reform of the college entrance examination and the popularization of high school education, promote the organic connection of curriculum, teaching materials, teaching, examination, evaluation, enrollment, etc., fully implement the concepts and requirements of the new curriculum and new textbooks, and strive to improve the general The quality of high school education, training socialist builders and successors of moral, intellectual, and aesthetic development.

 

(2) Basic principles

 

Educate people and focus on effectiveness. In accordance with the law of education and the law of student growth, the scientific quality concept is implemented in the whole process of education and teaching, to lay a solid foundation for students' growth, to meet the different learning needs of students, to further improve the overall quality of students, and to focus on the development of core literacy.

 

Classify the guidance, orderly make progress. We will continue to strengthen provincial-level coordination, strengthen city and county security, and implement specific schools. In light of the comprehensive reform and promotion arrangements for college entrance examinations and the conditions for running high school schools, we will implement new curriculum and new teaching materials in a planned, step-by-step, and steadily manner.

 

Improve the mechanism and strengthen the protection. Establish and improve working mechanisms such as organizational leadership, system training, demonstration and guidance, monitoring and supervision, and improve the funding mechanism, teacher allocation, professional research, facilities and other safeguard mechanisms to provide strong support for the implementation of new curriculum and new textbooks.

 

(3) Work objectives

 

At the end of 2018, the new curriculum training for new courses will be completed. Beginning in the first half of 2019, the new textbook training will be completed in batches. The ability of ordinary high school principals and teachers to organize the implementation of new curriculum and new teaching materials will be improved as a whole, and the teaching and research institutions and teaching and research teams will be professional. The support capacity was further enhanced; in the autumn of 2022, all provinces (autonomous regions and municipalities) launched new curriculum and new teaching materials, and the relevant work promotion mechanism and guarantee mechanism were further improved. By 2025, the concept, content and requirements of the new curriculum and new textbooks will be comprehensive. Implemented in all aspects of ordinary high school education and teaching.

 

Second, the implementation steps

 

Coordinating the complexity of multi-dimensional reforms such as the implementation of the new curriculum and new textbooks and the comprehensive reform of the college entrance examination, in order to protect the normal teaching order of ordinary high schools, in accordance with the principles of seeking truth from facts, being active and steady, step by step, and applying independently, starting from the fall semester of 2019, All provinces (autonomous regions and municipalities) implement new courses and use new textbooks step by step.

 

——The pilot provinces for comprehensive reform of the college entrance examination can implement new courses and use new textbooks in the first year of the fall semester of 2019.

 

——The provinces that started the comprehensive reform of the college entrance examination in 2018 can implement new courses and use new textbooks in the first year of the 2019 or 2020 fall semester.

 

——The provinces that started the comprehensive reform of the college entrance examination in 2019 can implement new courses and use new textbooks in the first grade of the fall semester in 2019 or 2021.

 

——The provinces that started the comprehensive reform of the college entrance examination in 2020 can implement new courses and use new textbooks in the first year of the 2020 or 2022 fall semester.

 

All provinces (autonomous regions and municipalities) should combine the actual conditions, conscientiously sum up the experience of the previous curriculum reform, organize the basic conditions assessment, and thoroughly study the difficulties and challenges that may be brought to ordinary high schools by a number of reforms and superpositions. On this basis, local implementation of new Courses, time to use new materials, work plans and programs, and report to the Ministry of Education before the end of June 2019. The relevant provinces should make overall arrangements for the implementation of the new curriculum and new textbooks in the ethnic areas.

 

From 2020 onwards, the Ministry of Education will organize professional institutions to follow-up guidance and summary assessment of the implementation of new curriculum materials in new localities, and continuously improve the scientific and standardized level of implementation of new curriculum and new textbooks.

 

Third, the key tasks

 

(1) Do a solid job of training all staff and effectively improve the organization and implementation capabilities. All localities must conscientiously organize and implement the training of all the new curriculum and new teaching materials. In accordance with the requirements of the “Newly revised general high school curriculum plan and curriculum standard training work plan” issued by the Ministry of Education, carry out provincial-level backbone training, prefecture-level training and school-based training, and complete the education administrative cadres, teaching and research staff, high school principals and teachers. Full staff training. The Ministry of Education has formulated a training program for new textbooks and organized national demonstration training for the national three-college textbooks. Provincial education administrative departments should study and formulate local new teaching materials training work programs, and strengthen overall guidance for training work. All localities should carry out training according to the specific time schedule of using new textbooks, and divide them into annual, sub-graduate and sub-disciplines. They should complete the training of teachers in all first-year disciplines before the end of August of the same year, and complete the second and third grades before the start of the next fall. (2) Do a good job in the implementation of the curriculum and establish a nationally prescribed course. All localities should strengthen the leadership and management of the implementation of the new curriculum and conscientiously implement it. The provincial-level education administrative department shall formulate guidance on the implementation of local curriculum, clarify the specific requirements for the implementation of the curriculum, and coordinate and arrange the subjects and hours of each academic year. The municipal and county-level education administrative departments shall guide the schools to formulate specific curriculum implementation plans according to national and provincial requirements to ensure the opening of various courses prescribed by the state, especially comprehensive practical activities, technologies (including information technology and general technology), and art. (3) Deepen the school's teaching reform and develop students' core literacy. Local administrative departments of education at all levels should strengthen guidance on school teaching reform, actively organize the development of high-quality teaching resources, and pay attention to the selection and promotion of teaching reform experience. It is necessary to fully rely on the professional strengths such as teaching and research departments, strengthen research on curriculum programs and curriculum standards, and guide schools to actively explore teaching strategies and evaluation methods based on core core literacy. Schools should improve school-based teaching development, encourage and support teachers to innovate teaching methods, pay attention to individual differences and learning processes, promote student independence, cooperation, inquiry and learning, and continuously improve teaching quality.

 

(4) Strengthen and improve the management of teaching organizations, and promote the elective classes in an orderly manner. The provincial-level education administrative department should improve the teaching organization management system and credits identification methods that are suitable for the class-shifting work, adhere to the principles of seeking truth from facts and adapting to local conditions, and guide the schools to promote the class-choice and science-based credits in an orderly manner. Schools should, in light of actual conditions, speed up the establishment and improvement of the course selection and student development guidance system, and formulate specific credit recognition methods. (5) Improve the examination evaluation system and play a positive guiding role. Fourth, the working mechanism

(2) Improve the teaching and research research work mechanism and give play to the professional support role. The teaching and research departments at all levels should focus on the key and difficult issues in the implementation of the new curriculum, especially the core literacy of academic disciplines and the transformation of academic quality standards in practice. (3) Establish experimental areas and experimental schools to play a leading role in demonstration. Focusing on the main tasks of deepening the curriculum reform, a group of national and provincial experimental zones and experimental schools will be set up to explore the practical modes of effectively promoting curriculum reform in different development level regions and schools, and timely summarizing and promoting the success of experimental and experimental schools. experience. Fifth, Organizational leadership

(3) Extensive publicity and active guidance.
